What thoughts on the Cornwall Partnership NHS Trust bit on the news? ...................

Didn't see it not that would normally stop me from having an opinion but in this case sorry I can’t comment.
i have read the info on another thread but it isn't enough to make an informed comment. Is there not an official site where these types of report are openly available and able to be compaired to other lea's and health care trusts?
What is the current law on what type of facility and organisation is accountable to what governing body? as i thought all special needs schools and care facilities were answerable to both care standards and ofsted for schools and care standards for residential homes. what falls outside of this??
