.... and once again "After a 12-month probe, the Crown Prosecution Service has ruled out any chance of criminal prosecutions being launched for any offence".

Too often these decisions seem to focus on the point of restraint where behaviour might justify the actions taken by staff. When the whole ecology of the incident is taken into account a different picture emerges (cf Gareth Myatt). Perhaps the Bild thick yellow book has encouraged this kind of tunnel vision.

Does it really require the hindsight of this kind of tragedy for people to understand that it is best practice to recognise and respond to agitation and not to allow (or cause) it to escalate to the point of physical confrontation?
